The peak brightness in the game seems to be fixed and not adjustable. This game does not seem to use the Xbox HDR system calibration settings. The main peak brightness limit is about 820 nits. But ps5 doesn't make non hdr games hdr. It just maps the sdr data to the hdr values and pads the meta data do it can keep the signal in one mode without the annoying blank screen switches.
True HDR should make the game look better no matter what and minimal tweaking in game settings should be required. To use your example, if I turn off HDR at the system level with R&C then the image is noticeably more washed out and the brightness effects (lasers, explosions, neon, particles, etc) are significantly dimmer.

Black level settings are a TV setting—it has to do with the panel not any connected device. This is not. The black level setting on the TV must match the output device (PS4/PS5/PC/etc) in order to get actually black blacks. The device and TV must either be both limited/low or full/high to get proper output.
Having it default to 50 contrast and 50 brightness without any good explanation of how to properly use it as well is really sad. Few people know how to properly adjust for HDR, and seeing as the games without the more technical HDR settings just default to a really high Brightness and Contrast is just bad.
